Job Title: Contract Officer

Location: Cumbria, UK

Contract: 12 Months

Duties:

  • The Commercial Team requires a category lead for some pre procurement activities but mainly supporting post-contract management of service supply chain framework agreements and contracts.
  • This will involve the delivery of some pre-contract activities supporting the procurement team where appropriate and post-contract management (including mobilisation, contract administration, commercial assurance and governance, risk, sanction, change control and close out).
  • The Contract Officer will be expected to manage all aspects of the supply chain to ensure CLIENT delivers the services, manages new and residual risks, and realises opportunities and benefits for CLIENT's suppliers and customers.
  • Other than running the 'day to day' services the individual will be heavily involved in developing the maturity of the frameworks and supporting and implementing improvement projects.
  • The role would report into the Senior Contract Manager but must maintain a close working relationship with the technical leads for the services.

Responsibilities

  • Generation of contract and commercial management deliverables, including reporting against progress to the Senior Contract Manager, the business and external bodies;
  • Identification, analysis, and management of contract & commercial risks, issues, and assumptions;
  • Maintain a knowledge and awareness of all applicable legislation to ensure compliance in everything we do (e.g. Public Contract Regulations);
  • Be a team leader, either managing a team or coaching and mentoring individuals;
  • Provide support and guidance to both internal parties and external customers and suppliers;
  • Establish supplier relationships, to build, strengthen & maintain new & existing relationships;
  • Proactively manage suppliers ensuring goods and services are delivered to the required quality, cost and schedule;
  • Support the review of the C&CM Internal management systems to align with, and cope with, new service requirements for contract and commercial management and finance (relating to supplier payment certification);
  • Deputising for the Senior Contract Manager, as required.

Minimum Requirement:

  • Degree in relevant subject or part professional qualification (e.g. MCIPS / RICS) - Flexible on this
  • Relevant Contract Management/ Procurement experience covering a range of services
  • Appropriate practical knowledge and experience of the NEC suite of contracts including experience of a range of NEC Main Options;
  • Strong commercial & contract awareness and able to demonstrate experience in purchasing & contract management.
  • A demonstrable ability to deal with stakeholders across a broad range of management levels and technical expertise;
  • Experience of establishing & maintaining relationships with both internal and external stakeholders in order to achieve CLIENT's strategic objectives;
  • Excellent IT skills with practical experience of Microsoft Excel and Word;
  • Experience of involvement in complex business programmes;
  • Hold or be able to obtain baseline personnel security standard.

Desirable

  • Practical experience of the NEC3 Professional Services Contract (PSC) and/or Professional Services Short Contract (PSSC);
  • Hold a relevant professional qualification with an appropriate body (eg RICS, MCIPS);
  • Experience of contract administration within the nuclear industry;
  • Familiar with the Lifetime Plan process and NDA procedures, including change control and sanctioning;

A full UK driving license
