The CS&T Senior Bids and Proposals Officer shall be responsible digesting customer requirements and for delivering the assigned request for proposal, requested by the BU or other source, including the preparation of all the necessary documents and the collection of all the information, costs / prices from the relevant departments within Customer Support & Training (CS&T). Working with the Business Development Manager, the job holder will develop win themes and strategies that can be woven into bid submissions to deliver competitive Customer proposals
The CS&T Senior Bids and Proposals Officer shall report to the CS&T Bids and Proposals Manager and shall be responsible for management of their assigned team, and will also deputise as required in the absence of line managers.
The CS&T Senior Bids and Proposals Officer will be required to deploy and apply knowledge and expertise to perform daily tasks; will comply with processes and standards as defined in the COS and Functional Manual, and in accordance with applicable contractual, regulatory, and/or legislative procedures and controls. The CS&T Senior Bids and Proposals Officer will demonstrate compliance through appropriate controls and adequate record keeping and documentation and will plan tasks and making best use of available resources to effectively minimise/reduce the cost whilst endeavoring to meet planned time and budget requirements.
You will work as a member of the UK CS&T Bids & Proposals team responsible for:
CS&T contributions to all Bids and Proposals delivered through the business
On-going Service Proposals preparation when not based on standard price list / commercial conditions
CS&T proposals which are integrated in new Helicopter Sales
Governance of all CS&T proposals for economic and delivery schedule validation
Support the Business Units during the Contract Negotiation Phase.
As a CS&T Senior Bids & Proposals Officer you shall:
Act as the proposal lead for nominated campaigns and proposals. In these instances you will be responsible for:
Management of the support bid & proposal programme in an efficient and effective manner to meet agreed performance targets and business requirements.
Analysis of customer requirements (including RFP, RFQ, AoA, etc.) and ensure dissemination thereof to all dependent, or contributory departments or major business functions for evaluation and input
Liaison and collaboration with the functional team to ensure coherence across the total CS&T submission
Liaison with external resources specific to the task
Collation of functional area submissions, and assessment thereof to ensure compliance of submission with original request.
Collation of costs received from functional areas, and formalization of functional and senior management authorizations to ensure the Proposal can be submitted to the business.
Prepare concise and informative briefing and approval papers for Senior Leadership Team.
Maintain regular interface with stakeholders to define and agree bid/proposal requirements and ensure development of the Bid/Proposal meets the Customer's expectation and business objectives.
Support the BU during the contract negotiations phase as required, managing changes from the submitted proposal, finalising the Contract (with the support of the required CS&T Functions) both in-house and at the Customers' premises
Support CS&T management post contract with the validation of costs / content flow-down from the business to the functional areas
Where significant problems are, or are likely to be, incurred in delivery against the requirements, identify both the issues and potential solutions to your Line Manager, working with that manager to agree and implement appropriate corrective actions
Responsibility for the forecasting and budgeting for functional resource requirements, maintaining active oversight of the bid budget. Confidently raising priorities and potential conflicts or issues in a timely way, to avoid deviation from the bid schedule
Assume delegated authority to deputise for the CS&T Bids and Proposals Manager as required
Provide supervision, guidance and knowledge to assigned members of the team
Assist your Line Manager to identify and manage priorities and conflicts and resource requirements
Assisting your Line Manager and other senior managers in the preparation of reports and presentational material as appropriate within the scope of the team's responsibility and presenting to the Senior Leadership Team as required.
Essential Criteria:
Ability to assess complex requirements and articulate them to the necessary stakeholders within the business Ability to develop close business relationships with internal and external stakeholders at all levels of the business structure
Circa 2 years' experience managing multi-functional teams in Bid or Project Management discipline
Educated to at least HNC level in a relevant subject. Alternatively to have completed a period of employment in New Business development, acquisition and proposals, preferably within the support arena, sufficient to gain the necessary practical experience for the job role
Pro-active, able to work using own initiative to achieve deadlines Keyboard skills, a working knowledge of computers and computer system applications Excellent use of International English Excellent communication skills to liaise with other functional departments Flexible to meet demands of the bids with a willingness to travel internationally as per requirements of the bid Ability to ensure Campaign Win Themes are clearly identifiable to the customer Ability to build an effective professional network both virtually and in person.
